T&I Committee to Mark Up Bipartisan PIPES Act of 2023

Washington, D.C. – Transportation and Infrastructure Committee Chairman Sam Graves (R-MO) announced that the full Committee will hold a markup at 10:00 a.m. ET on Wednesday, December 6, 2023, in 2167 Rayburn House Office Building.  The Committee will consider legislation to reauthorize the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) pipeline safety programs for the next four years and provide an efficient and effective framework to advance the safety of energy infrastructure across the United States. The bipartisan bill was introduced on November 29th by Chairman Graves along with full Committee Ranking Member Rick Larsen (D-WA); Railroads, Pipelines, and Hazardous Materials Subcommittee Chairman Troy Nehls (R-TX); and Railroads, Pipelines, and Hazardous Materials Subcommittee Ranking Member Donald M. Payne, Jr. (D-NJ).

The Committee will also continue proceedings on two measures that were postponed at the markup held on November 15, 2023.

The Committee is scheduled to consider and vote on the following:

  • Amendment in the Nature of a Substitute (ANS) to H.R. 6494, Pipeline Efficiency and Safety (PIPES) Act of 2023
  • H.R. 6276, Utilizing Space Efficiently and Improving Technologies Act of 2023 (USE IT Act of 2023)
  • H.R. 6278, Maximizing Office Value and Efficiency Act of 2023 (MOVE Act of 2023) 

Note: H.R. 6276 and H.R. 6278 were considered during the Committee’s November 15th markup, but recorded votes on approving the two measures were postposed.
